This station is located in east north Taiwan , including Yilan and Hualien counties. Total area is 6,772km 2 , of which about 13% is level ground, and the rest belongs to mountain or hill. There is 74,647 hectares of cultivated lands, which occupies 11% of total area. This includes 30,345 hectares of paddy field, which is about 41% of cultivated lands, and 44,302 hectares of dry farmland, occupying 59% of cultivated lands. In Hualien County in this district, cultivated land soil is mostly lime schist alluvial soil that soil layer is shallow containing numerous stone and gravel, giving infertile lands. In Yilan County , cultivated land soil is glue slate alluvial soil that the drainage in certain area is poor. In this area, there are many steep mountains, short and rushing rivers, and natural disasters such as earthquake and typhoon frequently happen.

Climate in this district belongs to subtropical zone that the annual average temperature is 22.4℃, monthly average temperature is the highest, 27.2 ∼ 29.0℃, in July or August, and the lowest, 15.6 ∼ 18.2℃, in January and February. The annual rainfall in Yilan County is 3,173mm, and 2,003mm in Hualien, giving the highest rainfall in September. Sunshine is less than west Taiwan that monthly average sunshine is the longest in July and August for about 200~230 hours, and shorter sunshine in December to February in the following year, for about 40~80 hours.

In 2002, farming household in this district is 46,608, which is 19% of total household number. Farming population is 245,251, giving 30% of total population.
